I use vhf walkie talkies when sailing, these are typically 5W, would be very surprised if they couldn't transmit from top to bottom of a 40 metre shaft.

My sailing club uses old Sandwell Park Colliery (Diamond Jubilee colliery) pithead baths for a club house and pit pond to sail on, we have also used railings from various parts of site to make a boat
