I don't know anything near Penrith itself. Nenthead Mines near Alston are well worth a visit with easy access. Nenthead Mines Conservation Trust will be holding their next open day on Sunday 23rd July when Carrs Mine will be opened to the general public.
In the Lake District there is Force Crag Mine in Borrowdale, near Keswick and Threlkeld Mining Museum on the Keswick to Penrith road.

Loads of stuff around Cross Fell and Dunn Fell.

Knock Fell Caverns immediately come to mind.

Knock Fell Caverns is a natural cave, not a mine although it looks man-made when you see a survey of it. It is on a Site of Special Scientific Interest and part of the Moor House Nature Reserve and permission to visit needs to be obtained from:
The Regional Land Agent (North West), English Nature, Blackwell, Bowness-on-Windermere, Cumbria, LA23 3JR.
Be warned that Knock Fell Caverns is an extremely complex system and the danger of getting lost is very real. A good survey (one by the Gritstone Club can be downloaded from: http://cavemaps.org/surveys/gc/full/GC%20J85%20Knock%20Fell%20Caverns.png) and compass is essential.
I have visited Knock Fell Caverns myself and know how scary it is!
Hudgill Burn Mine Caverns not far from Nenthead is a much larger system, similar to Knock Fell located at: NGR NY751456

IIRC Hudgillburn is kept locked, and you have to track down a keyholder to gain access.
